How Enrolling in a Private Health Plan Works in Arizona (Step by Step)

By Martin Elefant · Licensed insurance agent · Updated October 2026 · 5 min read

People put off switching plans because they imagine paperwork. Here's the real process for a private plan in Arizona, start to finish.

1. Quote (10 minutes)

We need ZIP, dates of birth for everyone being covered, tobacco status, and a rough income so we can check the marketplace too. You see every private plan available in Arizona by price on our quoting tool, and a marketplace comparison.

2. Pre-screen (5 minutes)

Before anything is submitted, we go through the carrier's health questions with you. If there's a condition that would be declined or excluded, you find out now — not after an application.

3. Application (15 minutes)

Online or by phone: applicant and dependent details, the health questionnaire, payment method, e-signature. Choose a start date — the 1st of any upcoming month, applying by the 20th.

4. Underwriting (24–72 hours)

The carrier reviews the questionnaire and runs a prescription history check. Most healthy applicants are approved within two business days. No exam, no labs.

5. Approval and ID cards

You get a welcome email with your member ID and the Cigna, Aetna and PHCS PPO network provider lookup. Cards arrive by mail; a digital card is usually available immediately.

6. First payment

Nothing is drafted until your effective date. Plans are month to month; cancel anytime.

What's different about HealthCare.gov

Marketplace enrollment runs November 1 – January 15 (or 60 days after a life event), there's no underwriting, and the subsidy is applied in advance based on the income you estimate. Arizona has no state individual mandate.
